OK, here’s my interpretation:
The cow (from your reading of Nietzsche) represents the herd – the common, mediocre masses. The fish is one of your poems – rather slippery – its scales represent the need to “score” a poem on the page (as Levertov discusses so well). The net in which your poem is wrapped is a complex network of signs. Sadly, the poor dumb animal is ill-equipped (clumsy hooves & muzzle) to unwrap one of your poems!
